Qualifications:
To be qualified to vote an absentee ballot, you must meet one of the following criteria:
- You will be unavoidably absent from your polling site on election day, OR
- You will be unable to attend your polling site on election day due to illness or physical disability, OR
- You are a member of the U.S. armed forces, merchant marines or the spouse or a dependant family member, OR
- A U.S. citizen domiciled in Arkansas but temporarily living outside the territorial limits of the United States.

Federal Post Card Application
The Federal Post Card Application (FPCA) is a form provided by federal law to permit members of the U.S. armed forces and merchant marines, their dependants and U.S. citizens abroad to vote early by mail and, if necessary, to temporarily register to vote.
To Apply to Register to Vote in Arkansas :
- You must be a U.S. citizen and an Arkansas resident 30 days prior to an election.
- You must be age 18 before the next election within the county.
- You must not presently be adjudged mentally incompetent by a court of competent jurisdiction.
- You must not have been convicted of a felony without your sentence having been discharged or pardoned.
- You must not claim the right to vote in another county or state.
Application with missing information
If an FPCA is missing information required for registration, the county clerk must notify the applicant. If the information is supplemented before the deadline, the applicant is entitled to a full ballot. If the missing information is supplemented after the deadline, the applicant is entitled to receive a full ballot for the next election that occurs in the same calendar year and at least 30 days after the date the supplemental information is submitted.
Temporary versus permanent registration
While an FPCA may be used temporarily to register applicants for the elections for which they are requesting ballots, the FPCA may not be used as an application for permanent voter registration. Therefore, FPCA applicants are encouraged to register to vote by using the regular postage-paid registration application, which is available from your county voter registrar or from the Secretary of State’s office. You may continue to use the FPCA, whether or not you are permanently registered, as long as your permanent residence is in Arkansas .
How to obtain an FPCA form
FPCA’s may be obtained by eligible voters from voting assistance officers within their branch of service, from a U.S. consulate or embassy, or from the Federal Voting Assistance Program of the Department of Defense.
